[What happened to Oscalantine sitting in on the talks?]

Väinö nodded at Riminski. "Measures can be taken to avoid this or at least slow progress, without declaring war or invading with armies. His government will require several years to recover anyways, so we have the luxury of time, I feel." He smiled at the Chancellor, and then went off to talk with some of the other delegates.

After some time, the delegation from Rasvidi agreed to sign the treaty. Chairman Väinö Nakashidze, Vice Chairman Yelena Stasova, Premier Áron Fisk and Foreign Commissar Kallevi Jaatinen all signed the document.

Oscalantine, as a nation, was never really in the Hijima Island Conflict with exception of the beginning. Its troops never saw a properly-equipped military, and its navy never fired a single torpedo at any of the official navy… although HLF did indeed have formidable navy worth fighting.

However, Oscalantine still needed to be there. For one, the government of Oscalantine was very much divided in the issue of GWA or EU. While the lower, more Christian class of citizens demanded that Oscalantine side with GWA, Oscalantine’s elite and upper class citizens made up of Corporate Descent was all pro-EU. Even the two major companies in Oscalantine, Rhombiom Corporation and Nexus Incorporated, was divided in terms of how much support that they gave to different alliances. So it was natural that the entire country demanded Oscalantine to partake in this matter… so much that despite the dangers, the Executor himself was on the flight to the city-state of Port Allansberry to partake in this treaty.

There were other matters as well. While Oscalantine was a solid base of economic prosperity, its government was little more than combination of member companies. The government of Oscalantine was, in short, nothing less than a group of stockholders. Therefore, while the government had powerful centralized government, the legitimacy was constantly in question. Being in this state, Oscalantine could be easily manipulated, and this has started. Some countries have started to covertly infiltrate into lower or upper classes of Oscalantine to win their favors to either maintain or replace the current dominant party. The victor of this manipulator could create a favorable situation for pro-EU or pro-GWA government in Oscalantine, and this will certainly cause balance of power to be somewhat disturbed. And last thing that the Executor ever wanted was disturbance of his power.

The Executor already knew that there were at least three people that could replace him in two years. While that was all dandy, he knew that there was no one who was quite ready to make him leave the office any time sooner than that. Therefore, the Executor knew that he had to hammer out some achievements… please both sides… to ensure safety of his office for the greater good of Oscalantine as well as himself. And he wasn’t going to sent an ambassador for such a crucial mission.




The Executor arrived a little late to the treaty… probably just when it was about to be over. However, that was because of how much protection he carried, not his lack of urgency. Instead of taking land or air route, which was faster, the Executor took sea route around the entire continent to ensure his safety. All three Stealth Sub was involved in transporting the most powerful man in Oscalantine, and nearly 10,000 Corporate Army was employed in transporting the cargo. All in all, nearly 1/5 of the entire navy was involved in brining Oscalantine’s Executor into the Bautizar. While all of the naval forces that escorted the Executor stayed out in international waters, one Stealth Sub went in and docked in Port Allansberry to unloads its crew.

Executor Nate seriously hated the need to bring around bodyguards. However, the fact that these guards doubled up as his secretaries, foreign ambassadors, interpreters, economist, media specialist, and to some degree servants did make him smile… although it did leave Nate with a question of just how much free time these Corporate Army members had, and what kind of crazy hobbies that they individually partake in.

The Executor had top 9 of the bottom 24 members of Corporate Army, from Alpha to Iota. Along with them was a special member of top 6, the infamous Sir Sampi. They were all suited in what could only be known as “white figurines,” which was a specialized suit capable of digitally dying their colors into instant camouflage when they called for it, although it is one time deal and rather expensive. Executor also had the same suit underneath his normal business suit, although his had more armor into to it in exchange for mobility. The 11 quickly came into the treaty room in order to partake in its matters.

Meanwhile, there was always an aide in midst the treaty grounds, listening to the current debates of the treaty all while the Executor was taking his time arriving. He was also recording the current events and directly sending the information to the stealth sub that the Executor was in so that the Executor was well-informed in the matter beforehand.

“I am sorry to intrude.” The Executor said in his usual, casual tone as he came in and took his seat, “As you can probably see, I am Executor Nathanial Nestor Kwon, CEO of Nexus Incorporated, CEO of Incorporated States of Oscalantine. I thank you all for letting me enter in this treaty, and I hope that I am not too late to give my nation’s standings.”

“Well, seeing as the nations have been getting agreement to sign, I shall directly address each of the concerns that I had while I was watching the meeting from my transport.” The Executor said as he motioned Sir Zeta and Madam Epsilon to step forward.

“As everyone is well-aware by this point, Oscalantine is more economically inclined and dependant on the benevolence of global economy than any other nation. Therefore, when I heard several potential restrictions and economical embargoes of global scale, I was extremely troubled by this matter.” The Executor said as he calmed himself, “During my travel to Bautizar, therefore, I asked Sir Zeta and Madam Epsilon to run a few hypothetical tests, as Sir Zeta is a leading mathematician and Madam Epsilon is one of the largest stockholders of Rhombiom Corporation, a company specializing especially in heavy industry. Would you both please give your reports?”




“Yes sir, Executor,” Sir Zeta said as he took another step forward, “Good day, ladies and gentleman. For all intents and purposes, I am addressed as Sir Zeta of Corporate Army of Oscalantine. However, in my country I have been dubbed as a good mathematician, although how wrong that particular estimation by everyone is completely absurd, as there are plenty better mathematician and me. Regardless, I have been enough, fortunately, to calculate a few potential estimations of what will happen when this embargo takes place.”

“Now, because Madam Epsilon is rather shy fellow, I shall convey her message.” Sir Zeta continued, “I find the lack of concern for economy from EU due to spite for EEE very troubling due to my calculations, especially that of Rasvidi. Due to short timeframe that we had, we ran two tests: scenario of what would happen when products entering EU cannot use EEE’s cheap oil, and what is the logical outcome of green project that EU wishes to start.

“We started and will report with more pressing of the two matters: what would happen when all companies cannot use EEE’s oil to produce products. Before I began, I would like to state that petroleum has uses beyond that of simple fuel for automobiles. Its uses also include manufacturing of plastic, wax, lubricants like motor oil, industrial chemicals, petroleum-based coke, catalyst for industrial-based chemical manufacturing, asphalt, and tar. All these products are just a tip of iceberg. Power, which is cheaply produced thanks to EEE’s fossil fuels, also funds many companies to produce goods cheaply. And although high amount of natural rubber can be found in our continent, some rubber manufacturing also uses petroleum.”

“Of course, all these products are hardly ever manufactured in EEE’s lands. Most of these oils are exported by many countries before being refined into whatever product necessary to support the demand. Rhombiom Coporation, for instance, has profitable industry in oil refining. Therefore, if companies based on any of EU nations cannot import EEE’s cheap oil into EU homelands, EU will suffer a direct economic impact. For instance, if any plastic manufacturing company stationed in nations of Rasvidi cannot import cheap EEE oil, then other companies… perhaps ones in Oscalantine… might take advantage of this situation and create even cheaper plastic pellets thanks to imports from EEE. In the end, these companies based on EU which products petroleum-based products will be left in the competition due to inability to produce cheap products due to inability to import cheap EEE oil, and these companies will end up going bankrupt. While I realize that as a politicians everyone is, it doesn’t matter to everyone here as to whether a company lives or dies. However, do keep in mind that these companies employ your citizens. Lack of business means lack of need for employees… and ultimately, embargo on EEE’s oil would spell certain systematic unemployment in EU nations.

“This is horrible scenario, and it isn’t exaggerated either. EU can be certain that ANY company in their right minds will start selling their assets that they have in EU as soon as EU embargos EEE’s oil and try to move into different countries in order to keep importing cheap oil. In the end, unemployment will be accelerated as many companies will leave EU in order to compete in the global market. At the end of the day, embargo of EEE’s oil would cause shift of wealth from EU to GWA, as GWA will now not only have cheap raw resources and labor, but also a better import conditions. While I am sure that your companies are loyal to your respective nations, in a life or death situations most companies tends to chose life of betrayal than death by loyalty.”

“And as you can probably deduce from my previous talk, green energy project of EU is, while extremely promising opportunity and will flock in businesses from world over, it isn’t nearly feasible enough in near future to prevent loss of businesses due to lack of cheap petroleum. I realize that most businesses will be willing to stay if there was somehow an equally cheap alternative resource in EU. Therefore, if green energy comes into EU, companies will be willing to stick around. However, the problem lies in time and money. Due to the weather patterns in EU nations, the only feasible renewable resources in the area would be hydraulics, sea wave, and wind turbines. All of them have a significant disadvantage of taking enormous capital and land to utilize, not to mention time that it would take.”

“As good and promising as EUREP sounds, it will not generate enough energy in short period of time, which will mean that there will literately be a “power vacuum” where cheap energy for EU’s businesses will not be available for them. This will cause companies to flock to other nations with cheap resources as well as cheap labor… not to mention cheap energy… to minimize their losses. GWA is, again, the most profitable choice. This will again signal the downfall of EU and rise of GWA. And even if these green energies have been established, why would companies return to a land that they have abandoned? They will not want to risk another major capital movement to a land with expensive resource and labor cost.”

“And that is the conclusion of my report.” Sir Zeta said as he retreated back into the row of Corporate Army with Madam Epsilon.




“Thank you, Sir Zeta, Madam Epsilon.” Executor Nate said, “I hope this was enlightening to all of us. Now, Sir Zeta only stated that these scenarios will hit only EU. However, this isn’t the case. Oscalantine… more specifically, Nexus Incorporated… also will suffer a loss of market, as EU consumes more luxury goods such as high-tech products and GWA. If this would be the case, Oscalantine will also suffer a major loss before changing our political interest into GWA. All in all, this could cause a shift of power from east to west. While I understand EU’s mutual hatred for this current issue, I MUST ask that the situation be reevaluated and the treaty revised before this treaty is signed.”

“I would also like to ask Chairman Vaino’s private attention, as we need to decide something of more private matter.” The Executor said with a smile.

"Everything that the delegation from Oscalantine has said is true. However I want to reasure you all that we have planned for all of this. First off we have disscussed securing other oil reserves. And as you know we can't ban EEE oil due to this treaty. But as we all know we have plans to accommodate that which I don't need to disscussed here. We will soon have oil of our own to cover our nations energy needs until the EUREP is complete and won't need EEE oil during the transition phase to renewable energy. This means the "power vacuum" won't occur. Also to the renewable sources we could use the EUREP will also use nuclear ad hydrogen power as some of it's sources.

So bottom line. We will have oil fields of our own soon as NX and I discussed to cover other needs besides manufacturing and to fill the energy needs of our nations until the EUREP is completed.

So I assure you all, all of this has been previously thought of and addressed and will not be an issue. So we will not take off our signature and neither do the governments of NX and Rasvidi"

[[E, I must state otherwise for petroleum-based products. Most of these products (asphalt, for instance) are difficult to transport in most cases, and they are usually too expensive to transport as a result. Some of the products are needed in MASSIVE bulks (plastic pellets), making transporting the finished products just too expensive in long distance. This means that most of petroleum-based products are produced immediately at the nation of their need and delivered from there. This goes double for refining. Refining oil makes the product not only expensive and difficult to transport overseas, but VERY DANGEROUS. If crude oil tankers has strict regulation of "no smoking" because they are afraid of stray heat in the tank, imagine highly refined gasoline. That's why most of the times crude oils are refined at the country that they will be sold in.

“I am afraid that you have misunderstood us.” Executor Nate began after listening to delegation’s response, “You are not looking at the numbers right. We do not think that the countries of EU are idiots… we are aware that EU has in place reserves of petroleum as well as discussing the potential vacuum and found solutions to this.”

“Ah, again with the lack of information. While GWA has been so kind to provide me with just a glimpse of information again and again, EU has been so secretive due to their potential ‘evidence’ that Oscalantine is working with GWA. Little does the EU know, Oscalantine is precisely and unavoidably leaning towards GWA due to this lack of information. I have all but ran out of patience playing this game of politics and guess the number with EU, but I shall not address this issue here.”

“EUREP is a grand idea… it is an idea that should be implemented in all countries. And I am glad that EU will not be destroying their own businesses over petty political deals… as I believe that this is. However, I am a little… how should I put it… ‘disappointed’ at the prospect of the EU underestimating the usage of petroleum.”

“I am glad that the usage of petroleum… manufacturing of plastics and asphalt in particular… is being considered. However, even in strict fuel sense, petroleum is precious resources. Automobiles, for instance, is in need of them. Trucks, planes… most modes of communication are in need of petroleum to continue. To think that EU can satiate its consumer’s needs with its own production of petroleum is woefully overestimating of the field’s capabilities. This isn’t including military usages, obviously.”

“I will have you know that Oscalantine has already been working on reducing our oil dependence, and we have been running into impasse in that exact point. Instead of nuclear power plants, which have rather annoying radioactive waste problems, we have been attempting to implement fuel cells… magnesium-air fuel cell, to be exact. Of course, we have been working with hydrogen fuel cells as well. What challenges it produces is that even with current technology, there really isn’t a known mode of rapidly available energy apart from fossil fuels, cheaply petroleum. Hydrogen is difficult to manufacture efficiently, as if the electricity required to separate Hydrogen from water needs to be lower than what the fuel cell produces, and the mode of transporting such devices is also difficult, as hydrogen must stay in its pure, liquid form in order to be effective in fuel cell.”

“I suppose there is really no need for us to tell you this. After all, most of the known modes of hydrogen fuel cell catalyst, platinum, are produced by my country. But aren’t you simply moving from one nation of reliance to another just the same? Very well, seeing as there are again ‘hidden politics’ occurring, I shall not address this any further.”

“I must state that, however, that as a representative of businesses in political society, it is my job to ask you for your benevolence. Petroleum is highly available and readily needed resource that just cannot be rationed. Such an act will prove disastrous to global economy that Oscalantine and Nexus Incorporated are attempting to fix.”

“However, the fossil fuel dependence is indeed too large for any one country at the moment… as this war started due to our addiction. As long as I am in office, Oscalantine will open up its Platinum market in global market… although the need of our country is relatively vast as of itself due to its electronic uses.”

After a pause, Executor Nate called Madam Alpha to read the paper with him, and Executor Nate started to talk in muttering fashion with few of the Corporate Army members that stepped forward to assist the Executor with the signing, as the Executor was still unsure as to whether to sign this bill into action or not.

However, anyone who has been closely listening in could tell that Executor Nate was highly irritated... well, passive aggressive. He was again baffled at just how much EU was hiding… and despite all his support to EU, Oscalantine was again left out in EU’s projects.




“… sir, find some inner peace in yourself.” Madam Alpha said, “You are not acting rationally.”

“You should simply stop talking politely, Alpha. Look, Nate,” Sir Beta started, “you are bitching about nothing. Let it go, and so help us by discussing about this damn issue and going home! I cannot began to THINK why you thinking so highly of EU.”

“Again, all of you are right… and I am to again blame for this mess.” Executor Nate stated, a bit sarcastically, “I am just baffled at how much EU has been hiding from me. If there was something that was in need of agreement, they should inform us even briefly… it is as if they expect a leak in my government… can’t they tell that as long as I am in office, I have absolute power over my country?”

“Sir. Permission to –“ Sir Gamma began.

“Granted, as usual.” The Executor interrupted.

“Thank you sir.” Sir Gamma stated, “It is in my opinion that EU is incapable of understand our well-described politics, sir. There is no need for CEO of Oscalantine to fret about this particular situation, sir.”

“You speak with a clear mind. Alas, I find myself fretting more due to personal matters than not… I thought I was rather well-acquainted to EU than this.” The Executor stated with a frown, “Well, I shouldn’t expect anything less from ‘old powers’ … they only look out for their needs, not the needs of new countries such as ours.”

“Sir, I am always right.” Madam Epsilon stated, referring to previous chat with the Executor.

“Again, Madam, you may be right… I shall consider your company’s ‘The New Wonder’ project as part of the company’s revised budget… however, I hope that I am wrong, and that EU is more friendly than what Rhombiom is suggesting.” Executor Nate sadly admitted.

(OOC- EEE is a weird country. One of the many things we do is abuse embassy privileges.

Obviously, the main Edesu embassy for any nation is located in the capital's diplomatic district. This central branch is always rather normal. However, we do have a habit of constructing... unorthodox branches at all major ports.

How unorthodox? These branches invariably contain massive fuel refineries. As these "embassies" are Edesu territory, we follow Edesu laws. Therefore, we may pay our loyal workers a pittance. Our refineries' environmental code is superb, more thorough than any other nation on the planet. Therefore, it is actually eco-friendly for EEE to abuse its diplomatic privileges.

Why do we do this? Foreign workers are expensive. Also, it is efficient to maximize profit, is it not? Very Happy

EU oil is usually refined in NX401 and transported via pipeline to Rasvidi or Gracealona.

Please allow this absurd RP.)

I am alright with that as SoC. Although you should keep in mind that companies will not be happy with you stealing part of their businesses... and also that governments will not like you for fuming smoke all over your embassy... Do realize the process of refining petroleum is simply boiling the crude oil until the contents separate... so regardless of enviro protection, pollution is inevitable. And does countries give large space to embassy? Again depends on the country I suppose.

It would cause international crisis, and there really isn't enough land or capital for you to construct large enough refinery to support the entire country's need. But it is precisely because it causes international crisis, hard to achieve goal, and just downright weirdness that I'm going to say yes... let RP solve this, since it is perfectly realistic...]]

(Don't mean to be a pain, but "Commissariat" is comparable to Ministry, whereas "Commissar" is comparable to Minister. Kallevi is a Commissar, not a Commissariat.)
