As for your idea of copying...
Alright, firstly, what DO you want to copy? That's the problem. And then ask yourself this: will HESS be able to crack into multi-billion dollar information bank set around the globe for top secret military weaponries like scramjet and jet-frigate and obtain these informations without causing an all-out war against them? The chances are unlikely.
HOWEVER, given time, you CAN counterengineer their technologies. However that alone leads to tricky international problems. Let's say you SOMEHOW managed to purchase Oscal's famed Stealth Submarines. Not only did this cost billions, you now also have to develop and fund a crew of engineers skilled in this area to break apart and study how it works. And the catch is this: you gotta do it without oscal knowing. Will that be easy? I say HIGHLY unlikely.
So... you CAN RP the "stealing creation" thread, but will you gain anything from it? I say probably not. And most likely, if you steal high-tech military equipment, you will cause war. (Come'on, what would Isis do if you stole his scramjet blueprint? What will Ras do if you stole his ingredients for incendiary ammunition? What will Oscal do if you stole their blueprint for thermal laser? I think you know the answer to that question.)
