I believe that, because the constitution is very fragile, that the amendments should be unanimously voted in by a second council, the Regional Chancellors. because they are the true protectors of the region, it should be the responsibility of the said elected chancellors to actually have say to what ultimately is implied within the constitution as well as what should be added or crossed.
In America, the Supreme Court reviews many of the laws and makes sure that they are constitutional. Of course, since some have to be brought up by lawyers, they, nonetheless, would make the ultimate decision of what is and what is not constitutional.
Since we have made our Republic be of Just Cause of stability and growth, it should be believed that these Chancellors are the ultimate interpreters.
