Growing movement to sub-divide

For the longest time, the levels of government have been national, municipal. More and more Serilese citizens, however, are getting on board with the idea of sub-dividing the country. With the recent change in pre-title to "Colonies" (once translated to English, that is) people are fine with calling the new divisions just that. The government feels that, with a population quickly approaching 300 million (estimated to reach that milestone roughly within a month, real time), the time to undertake this task may be upon us.

"But wait," implores Rupiho Lorenta-Helixey, one of Serilaq's wealthiest citizens. "I have a crew set up to explore the islands northwest of the island that's now North and South Hijjma, labeled as Plot 36." He continues, "How about we wait until I get back from exploring the 2 islands?"

He says that his crew would have to research whether the islands are populated at all, though he expects them to be.

Two weeks after his proposal, Rupiho receives a letter from the Minister of Foreign Affairs saying his quest is approved. Growing at this rate, it is explained in the letter, we will need new territory for the growing number of citizens to inhabit.

We would also like to take this opportunity to invite your nation into the Elite Union, considering your proximity to the member nations. If you accept, the government of the EU will convene to vote on granting you membership, during which time you will be considered a satellite state of the Elite Union. You would also likely receive further assistance from member nations.

We shall make this short and to the point: we have confirmed that you were exploring the lands of Plot 36. While the plot is not Oscalantine's territory and have never been recognized as such by the international world, we cannot help but to feel threatened by the settlement of an unknown nation so near our mainland. We would like to, therefore, establish an accord should your nation wish to undertake the expansion into the island. Please feel free to reply to us at any time, and we shall send the delegate to stamp out the paperwork and negotiation necessary.

We of Oscalantine demand as follows:

1. Due to the distance of Plot 36 to Oscalantine mainland, we request that no ICBM (intercontinental ballistic missiles), IRBM (intermediate-range ballistic missiles), TBM (Theatre ballistic missile), and SLBM (submarine-launched ballistic missiles) will be installed within the island. Should Oscalantine fine any launch sites of the following ballistic missiles within the island, we shall treat this as aggression against Oscalantine and will respond accordingly.

2. Due to the crucial location that Plot 36 serves in location-wise in Oscalantine's naval military as well as civilian maritime economy, Oscalantine humbly requests that we shall be allowed to keep the three naval and five civilian ports in the area. They shall pay their due "rent," as these lands will be within you territory, but we request that they shall keep their autonomy and jurisdiction within your lands. All naval operations will be notified in advance to Serilaqian government should the ports in Plot 36 would need to operate beyond its borders. We also request that each port will gain approximate 10 mile of its own local water jurisdiction for the purpose of law and order and defense training.

3. Due to close proximity of the plot to Oscalantine navy, we suggest that the local waters within Plot 36 to be left in the "neutral territory" of both of our nations' interests. We shall not condemn civilian or naval ships for passing through any of Oscalantine's waters unless there has been a military conflict between Oscalantine and Serilaq, which in such cases the Plot shall be attacked and considered an enemy territory.

4. We humbly request that Serilaqian government to minimize the naval forces in Plot 36 within moral restraints. We shall not condemn Serilaqian government from creating a military bases around the plot, but should your military's size exceed the levels of self-defense, we shall consider this as a potential threat and respond accordingly. Should such case arise, however, we shall be sure to warn the Serilaqian government prior to the offensive campaign.


We hope that these are favorable. In exchange, should your nation request, we are willing to assist in developing the Plot 36, as it is mostly untamed lands. We hope that the relationships with Serilaq and Oscalantine will stay favorable if possible.

The government of the Colonies of Serilaq humbly accept all assistance as well as the terms laid forth by the government of the Incorporated States of Oscalantine.

Thus, the crew, led by Rupiho Lorenta-Helixey and including the same one of the same original immigrants who translated from their language to Serilese*, is ready to set sail. It will report back to the government on its findings.

* - this is our actual demonym, since I've noticed typos. No biggy. IDK if or how many times I mentioned on the Civil HQ.

Rupiho Lorenta-Helixey and his crew have returned from their voyage to the western islands.

There was, of course, some resistance, but enough were receptive to the idea of becoming part of Serilaq for it to happen with a minimal number of hindrances. The voyage leader recommended splitting the long island into 2 colonies and not dividing the shorter one.

OOC: my apologies for the delay in finishing this. I've thought of things I might do, wondered about whether some of them might be godmoding. I think this does as little of that as possible.

Considering Serilaq's recent admission to the GWA, all offers for support have been suspended indefinitely by the government of Rasvidi. Additionally, Vessels from EEE are forbidden from entering Rasvidi national waters and may potentially be fired upon if they do not leave. Rasvidi has laid claims to all the waters surrounding Haveet Alal and the waters half way between it and Hijjma. Additional ships are being dispatched to Haveet Alal and the Rasvidi Islands to assist in patrolling Rasvidi's national waters.

All ships are ordered to attempt communication with offending vessels for at least 60 minutes before any hostilities can take place, and are ordered not to initiate hostilities if vessels are already on a path that will take them out of national waters within 12 hours. All offending vessels will be accompanied by a naval escort until they have left national waters.

The government of Rasvidi emphasizes that this is not an act of aggression or a preface to war, and asks that the government of EEE or any other GWA nations do not overreact.

Edo Edi Essum has no desire to war with Rasvidi. However, Edesu ships constantly travel between any combination of the Motherland, the Annex, Edesu Hijjma, and Norateos. Any of these trips involving Norateos will cross through waters Rasvidi is likely interested in. EEE strongly urges Rasvidi to not harass or fire upon these vessels, as they are peaceful.

The Government of Oscalantine shows disappointment towards Rasvidi's actions upon claiming the maritime sea as "impassible" by EEE trade vessels, as many goods from EEE comes through the route specified, especially goods concerning aluminum and chrome. Oscalantine have relayed such turn of events to the Executor in hopes of drafting a compromise in order to let maritime trade vessels from any nations, regardless of their banner, into Rasvidi waters given that their purpose is in trade towards Oscalantine alone. Furthermore, Government of Oscalantine begs Rasvidi's tolerance, as any maritime waters dispute will cause disturbance in trade.

Regardless of the outcome, Oscalantine's navy has been informed to be on alert, and have told all trade vessels with GWA flags to be cautious and respect the enactment by the Rasvidi until compromise can be met. Furthermore all trade vessels coming to Oscalantine will now be guarded by Oscalantine navy in order to ensure that their cargoes will come into Oscalantine undisturbed.

EEE demands a neutral maritime region be created so that global trader may continue unfettered.
