The government follows a parliamentary system, with an executive branch called the People's Commissariat being subservient to a bicameral legislative branch called the Revolutionary Council and composed of an upper house called the National Council and a lower house called the People's Council. A Chairman is elected by the People's Council based on the outcome of federal elections, being the leader of the political party with the most seats, and he chooses a Vice Chairman who does not necessarily need to be a sitting council member. The Chairman also appoints members to the National Council to fill vacancies, but cannot vacate occupied seats before the end of their term without approval from both the People's Council and the National Council. He also appoints the Premier, who in turn appoints the People's Commissariat.
Revolutionary Council
National Council
The National Council is formed of an appointed body composed of 112 members, divided into five regional divisions plus the Rasvidi Islands with members representing the division they have been appointed to. 25 seats are allotted each to the Kaiserov Republic, Republic of Burgundia and Fjellsted Republic, 20 seats to the Central Republics (composed of the Dalensted, Uralkodia and Lätasankov Republics), 15 seats to Lääne-Mordivia, 1 seat to the Rasvidi Islands and 1 seat to Haveet Alal. The Chairman of the Revolutionary Council appoints the members of the National Council, who serve for life and cannot be vacated without approval from both the National and People's Councils or from an officially recognized resignation notice.
This body forms the upper house of the legislature, and acts as a review for legislation passed by the lower house. It basically functions as a rubber stamp on passed legislation as the National Council cannot veto or vote down a bill passed by the People's Council, however they can suspend legislation until the next prorogation. While they cannot introduce new legislation, the National Council can make amendments to existing bills.
People's Council
The People's Council is directly elected by the people all at once during federal elections using the plurality (farthest past the post) voting system. The number of seats is determined by the population of each member Republic as determined by the most recent census at the time of election, with a minimum number of 287 members (Kaiserov, 100; Burgundia, 75; Fjellsted, 75; Lääne-Mordivia, 15; Dalensted, 7; Lätasankov, 7; Uralkodia, 7; Rasvidi Islands, 1). Currently there are 350 members (Kaiserov, 100; Burgundia, 75; Fjellsted, 75; Lääne-Mordivia, 57; Dalensted, 18; Uralkodia, 15; Lätasankov, 9; Rasvidi Islands, 1). The People's Council elects from itself a Chairman of the Revolutionary Council, usually the leader of the party with the most representation in the Council. This can create awkward situations where a party leader loses the election in his or her electoral district, thereby being voted out of the Council, but still leading the party with the most number of seats. When this happens, usually a Chairman will step down and the party will choose a new leader, or else the party will introduce a motion of no confidence, removing the Chairman from power. Council members serve a term that lasts until the next election is called, which must happen a minimum of every five years, and there is no limit on the number of consecutive terms a council member or Chairman may serve.
The council forms the lower house in the legislature, however it also wields the most power. The People's Council introduces new bills and amends existing laws, determines the budget, can impeach the Chairman, and is the sole body that the People's Commissariat must answer to, amongst other duties.
People's Commissariat
The People's Commissariat is in charge of the executive branch of government, analogous to a Cabinet, and oversees the Commissariats, which are analogous to Ministries. It is led by a Premier, who is appointed by the Chairman. The Premier then appoints Commissars to head each Commissariat with advisement from the Chairman. The Commissariat is answerable to the People's Council, and follows the legislation set out by them.
They are responsible for executing and enforcing the legislation and desires of the legislature, with each Commissariat specialized in a certain area of policy or public service. Commissars are usually appointed from the Revolutionary Council, however this is not a requirement and is not always followed.
