The Treaty of Port Allansberry of 1498

[OK, to accelerate this process, I will assume that we have all agreed to meet in the neutral nation of Bautizar, specifically its capital. I will also assume all of the listed nations have already arrived. We don't need to waste a day talking about everyone's bulletproof limos.]

Master MFA Marcus Albinoni had drafted the treaty; Supreme Holy Technocrat sat ready to sign it. Copies of the treaty were handed to all of the international delegations. After carefully reading over the document, diplomats stood up to voice their opinions and objections.

[Assume the actual treaty is much more complex and flowery than my document, shown below.]

The Treaty of Port Allansberry of 1498

No member nation of the Great Western Alliance may invade or attack any member nation of the Elite Union.

No member nation of the Elite Union may invade or attack any member nation of the Great Western Alliance.

The following list of nations will be referred to as the Affected Nations.
• The Royal Kingdom of Bautizar
• The Holy Communist Technocracy of Edo Edi Essum
• The United States of Gracealona
• The United Kingdom of KingIsaac
• The Allied Royal Provinces of New Numair
• The Judicial Republic of NX401
• The Incorporated States of Oscalantine
• The United People’s Republics of Rasvidi

No Affected Nation may invade or attack any other Affected Nation.

Any official name change does not free any Affected Nation from this treaty.

No Affected Nations may forbid the importation of oil or petroleum products from another Affected Nation, the Elite Union, or the Great Western Alliance.

The Holy Communist Technocracy of Edo Edi Essum will organize a phased withdrawal of Edesu Hijjma. To assist in this phased withdrawal, the Royal Kingdom of Bautizar will provide peacekeeping forces. Upon completion of this phased Edesu withdrawal, Bautizar will take full control of Edesu Hijjma. Edesu Hijjma will be in the full control of Bautizar after 5 [RP] years.

President Carlton stands up.

"As to the draft, I have three edits.

One, I suggest that in all places it says that no nation "may invade" it be changed to no nation "may invade or attack". I believe there are three places where that occurs.

Two, I want the clause about forbidding a ban of trade of petroleum products to be removed. This was not previously discussed and is beyond the scope of these talks. All of us should be free to pass the laws regarding trade we wish in our nations or alliances. We will not sign this treaty as long as this clause that caters to the government of EEE's personal agenda is on here.

I think the treaty should outline a certain amount of time this phased withdrawal should take and outline that if the nation of Bautizer ever joins either alliance he will lose control of the lands. It should also forbid them from giving up control of these lands to any of the affected nations. However Bautizer can give control to any nation not a member of either allince and not an affected nation. It should also say that the same regulations apply for any nation that may take control of the lands in the future."

MFA Albinoni responded in Gracealonan, "Your first suggestion is stellar; we shall edit the draft immediately. The third is also quite reasonable. However, the second suggestion is unacceptable. As the great nation of Rasvidi has repeated again and again, this war is all about oil. I am afraid Edo Edi Essum will be unwilling to sign any treaty with definite withdrawal timetables unless the right to sell our oil abroad is secure."

"Furthermore," he continued, now addressing the Rasvidian delegation is their native tongue, [Remember, he has a Master's in linguistics.]"Allowing the Edesu Oil Ministry unfettered access to your markets is beneficial to your nation. Our oil is cheapest. The lines has been fully repaired during this ceasefire. Edo Edi Essum pays its workers less than its competitors and our drilling and processing systems are already fully constructed. We are drilling in sand, not the ocean, in very shallow oil. This land had never been drilled before Edesu occupation, allowing us to access the precious oil for a pittance."

"Also, were Rasvidi to ban Edesu tankers from docking in your ports, I am certain your nation's oil companies would circumvent the ban by buying abroad. What's to stop New Numair or KingIsaac or Oscalantine or Bautizar from acting as a middleman? Nothing. Although any ban would successfully raise oil prices above market price and enrich a few foreign oil firms, the ban's true effect would be superficial. Edesu oil would remain ubiquitous in Rasvidi."

"So, in the spirit of international brotherhood , honest business practices, and the free market, Edo Edi Essum will never agree to definite timetables without the essential oil clause. Mr. Nakashidze, you seem anxious to voice your opinion." Albinoni grinned and sat down.

Immediately following Albinoni's speech, an aide handed Roberto VI a paper. He smiled a little. Horateos has been spared from Elite aggression. Both Sankta Vak and the chrome mine were fully constructed. The marble mine had been producing stone for months. Soon the diamond mine would be operational.

Edesu expansion into the island was much subtler than its attempts in the Annex or Hijjma. The pagans who historically occupied the regions around the chrome mine and Sankta Vak were forcibly removed. The natives around the Marble Mountains were converting rapidly and had become Edesu allies. Most tribes were recalcitrant; there were many reports of missionaries killed by savages. (Four were reported to have been cannibalized.)

Those tribes that converted were rewarded greatly. The natives around the diamond mine had sold the lucrative area to EEE for 50 assault rifles. In addition, this tribe was given Edesu military support. Bows and arrows were simply no match for attack helicopters. EEE had needed to only kill approximately 1890 heathens to gain control of the vital parts of the island: Sankta Vak, the marble, the chrome, and the diamonds. Some day EEE would expand further.

Prime Minister Spencer Stanley stood up and addressed the other delegates "fellow people of Tiberiam, I think this treaty will be the start of a very long peace between our glorious nations and I also hope that all of us can become good allies again and also to trade peacefully!" the PM sat down and grabbed a pen and signed the treaty.

As he was speaking RNNDF troops were being sent back to New Numair and are being sent into Plot 2 to help reinforce other troops.

We of Oscalantine request permission to be admitted as part of this meeting to discuss the future of Hijima Island on following reasons:

1. As you well know, Oscalantine is in control of the Northern 1/3 of Hijima. If discussion of entire Hijima Island or the potential owner of the rest of Hijima Island, we would like to voice our concerns and opinions.

2. Oscalantine has been active contributor during the initial phase of the conflict, and we have been openly trading with all the nations in the conflict. As an economic entity that could risk losses due to the outcome of this treaty, we would like to prevent one-sided treaty from occuring.

3. Nexus Incorporated, one of our member companies, has recently started a project to prevent global recession from occurring, and has requested our nation to enter this meeting in order to discuss the future of global economics. We intend to honor that request from the noble company if possible.


Due to these reasons, we would again like to respectfully request that the Incorporated States of Oscalantine to be admitted into making of this treaty and discussion of the current global world as a whole. We would consider more than three nations' agreement as a sign that Oscalantine will not be unwelcomed into meeting. We of Oscalantine wait for all of your favorable response.

[There are actually multiple languages spoken in Rasvidi, but the most widespread language is Saamic and it is used in diplomatic meetings. While the alphabet is based off Russian, the language itself is actually based off Finnish.]

Chairman Väinö Nakashidze glowered at the Edesu speaking to him. He found it offensive that such a questionable person would dirty the language with his mouth, but he held himself back. The man's words were too stiff anyways, too formal. As if he had learned the language from a book. As if he was talking to an inferior. When Nakashidze spoke, his voice was rife with contempt.

"The people of Rasvidi find this offer insulting. We cannot recognize the legitimacy of a government such as yours; one dominated by insanity and enforced by hatred. If your oil is genuinely the cheapest, it will not remain that way. Whether through your loss of dominance in oil production, or through the ineptitude of your economic model, the price of Edesu oil cannot be relied upon.

We are willing to sign this treaty, but if we do, we will refuse to comply with any sections attempting to govern our domestic policy. We will ban not only oil imports from Edesu, but all products exported by your pathetic excuse of a nation. Any merchants caught entering our borders with goods originating from Edesu will suffer severe punishment, but I wouldn't dare think a citizen of Rasvidi would loathe their own nation so much as to purchase from it's enemies.

We will also restrict the importation of goods being re-exported by a nation, thereby preventing any merchants from avoiding the ban.

As for your claim that this war is exclusively for oil, this can only work to show your government's ignorance of it's own foreign affairs. This war was to break your totalitarian dominance over the production of a vital global resource. This war was to protect every man, woman and child of Tiberiam against your greed. This was not for personal gain. It was to show the world that while Rasvidi prevails, tyrants will be stood upon. This was not for the people of Rasvidi, but for people everywhere.

Now, I suggest you hold your tongue for the duration of this meeting. You are very lucky indeed that we even considered attending, and if you truly care about your citizens and allies you will realize it is in your best interests that Rasvidi signs this treaty."

Nakashidze held his gaze at Albinoni for an uncomfortable amount of time after he finished, staring daggers at the minister. His expression eventually relaxed, and he turned to the delegation from Bautizar. He cleared his throat and tried to rid his voice with any lingering animosity he might have felt. He shifted from formal language to more relaxed, casual language as was typical when addressing an equal or a superior.

"The government of Rasvidi humbly greets the proud nation of Bautizar. It is unfortunate that our two leaders have not been able to meet sooner, but considering the unfortunate circumstances I'm sure you will find it understandable. We do have important issues to discuss, however.

It is our understanding that your nation is to take over the duties of southern Hijjma. As our nation is supportive of this endeavour, we would like to offer assistance to your efforts. We are willing to provide financial aid or military support or anything along those lines, should you choose to accept our offer. We will be completely understanding if you refuse, however after your government has completed it's takeover we would be interested in signing a trade agreement. We are more then willing and very anticipated in investing in Bautizarian oil.

As the distance between Bautizar and Hijjma is lengthy, Rasvidi is willing to accept naval traffic from your nation in order to allow refueling. We will also allow any citizen of Bautizar with proper documentation to proceed unimpeded through Rasvidi, and we will accept Bautizarian citizens should they be deported from nearby countries. They will be allowed safe passage back to Bautizar or Hijjma in these cases.

We hope that our two nations can become closer through these policies."

[My reply will be up sometime today. I would just like to note though that Gracealona welcomes Oscal to the talks if he wishes to attend.]

The NX chancellors never really knew what to say at these meetings, thier slience was more of confusion and trying to find the angle to all of this. "Full fledged war and now peace put on paper," Riminski thought, "This would seem to put off the war until more expansion is complete and EEE could only benefit from such talks as it provide peace and just buy them time to strengthen the economy.The enemy gets time to fight and gain a populance and men, bah!"

The other two chancellors were trying to figure this out as well, but the quick wit of Riminiski left NX401 in his hands.

Since he was generally concerned about this, He stood up to go talk to Väinö Nakashidze
about his concerns of the treaty and how the treaty is just a hold on another conflict that will spread around Tiberiam indefinetly.

Carlton stands up to speak once again.

"We second everything our comrades from Rasvidi have said, but we have a solution. We also wish to take this chance to say that the EU will hopefully soon have only a tiny fraction of the oil needs we do now. Currently all of Gracealona's oil needs are met by our reserves in the Gulf of Gracealona. A plan we will unvail at an EU meeting in Gracemaria following this conference called the Elite Union Renewable Energy Project (EUREP). The plan will make the entire EU like Gracealona in that the plan will make it so the entire EU doesn't need to import any oil from outside its member nations. So I propose this, leave the clause in the treaty for the sake of ending this and to appease the ridiculous personal agenda of EEE. But once the EUREP is complete we will have no need for foreign oil and so won't need EEE oil anyway accomplishing what a ban would. Instead of banning the oil we will end the need for it and make it so all of the EU runs on renewable energy as Gracealona does. As in Gracealona the small amount of oil needed can be produced domestically. I will not reveal the full details of the plan at this time but they will be at the EU meeting following the signing of the treaty.

If I could get a quick show of hands of EU members who agree with this plan? If we will all sign the treaty."

He looks at the delegation of Rasvidi and NX401 for an answer.

[Osc, just assume you were here to begin with. I'm sorry; I forgot.]

MFA Albinoni stood up and spoke in Gracalonan/English, "Edo Edi Essum commends the maturity of the Gracelonan delegation. Once again they act as the reasoned negotiator."

The culinary staff began bringing out the luxurious meals. "I believe now would be an appropriate time for a break," stated Albinoni. As the meals were laid out, he went to Riminski to attempt to salvage international relations with NX401. Riminski appeared to be walking toward Chairman Nakashidze. This would be interesting.

[OK, I'm now going to assume the Edesu delegation is located between its Rasvidian and NX counterparts... or Roberto VI can teleport small distances. I'm cool with either explanation. Also, please assume that while Albinoni is very formal, Roberto is amiable. Also, for the hell of it, the MFA is really tall and skinny. Roberto is of exceptionally average height and healthy weight. Sorry about stealing the chairman from you, NX. OK, I'm not; I'm just being obnoxious as usual. Every region needs one person with absolutely no tact, right?]

Supreme Holy Technocrat Roberto VI intercepted Chairman Nakashidze before he could leave his table. "May I have a word with you?" asked his translator. The SHT could speak Edesu, NX, and the language of KingIsaac. However, he didn't know a word of Saamic. Roberto's eastern translator quickly repeated his brief question. (This time in Saamic.) Although Roberto's speech obviously needed to be translated, all of Roberto's gestures carried over. The chairman neither consented nor rejected the conversation. Roberto continued speaking.

"Väinö, I know you were elected for your progressive goals and your hope for a more peaceful world. I also know you are an honest man, a man of your word. I've watched your career attentively from EEE. I admire your reforms."

"I also know you are not a warmonger. You have experienced firsthand the horror of war. You do not want to waste the lives of your fellow countrymen. That's why we're here, for mutual benefit. For our mutual benefit, could we try and pacify our relations? Edo Edi Essum always prefers a friend to an enemy. Perhaps this could be achieved? Edo Edi Essum's oil hegemony will soon end, but in the meantime we would be willing to offer the Rasvidi military fuel at 80% of market price."

"New Numair, KingIsaac, Serliaq, and the former allies of Hijjma and NX401 can attest to this gift EEE offers its allies. Why not join in the presents? I know you want to prevent another disastrous conflict like the North Sea War. If the West and East can settle their differences, surely continental peace will be achieved!"

Roberto VI smiled amiably, praying for a similarly friendly response.

Väinö watched as the Supreme Holy Technocrat approached him. In this old man, he could see the bloody and brutal history of Rasvidi before the revolution. He could see everything that his nation, the one that he was elected to lead, had fought against to ensure the freedom and survival of it's people. The head of a grand monarchy, grinding it's heels into the backs of those below it. When the Chairman spoke, it sounded almost like a growl.

"Yes, we have experienced firsthand the horrors of war. Do you know who's hand it was at? The pious domain of the Commonwealth of Rasvidi, ruled over by the holy monarchs of the Kingdom of Kaiserov. But no, they were not mere men, if they had you believing their tales. They weren't individual gods; no, they were all the same god. The one true god of Hangatýr, who embodied the universe and all within it. Grander then any of the gods of the Ōssir or Navir, indeed those gods simply being embodiments of Hangatýr's will.

So how could one resist the will of a god? These men manipulated the weakness produced by religion, turned the followers into cattle. It took over 300 years before the people were able to wake up and realize what was being done to them. The horrors of the revolution were nothing compared to what the people had to endure in blindness for so long. The same things that you inflict on your people in the name of Catholicism.

So a man such as yourself should never approach a person of Rasvidi speaking of the horrors of war. To us, you are the face of that horror. You are the nightmare that stalks our dreams. If it was up to us, we would wipe your government from the face of Tiberiam and liberate your people. This not a conflict for the Elite Union, though, and that is the only reason we are here. This is a personal vendetta of Rasvidi, and the rest of the Union shouldn't have been involved. We are not doing this out of mutual benefit.

We will sign this treaty as is, but only out of concern for our allies. A concern which you lack about your own allies. You can have your clause prohibiting the ban of your oil. We will follow the plan set out by Gracealona, and hopefully EUREP will eliminate the need to purchase any of your tainted gains."

With that said and done, the Chairman pushed the leader out of his way and continued to Riminski for discussion. He hoped that the fellow Rasvidian had heard every word of his speech.

[OOC: Just so you know, I realize that EEE is not nearly as bad as Väinö claims, but it would be nearly impossible for someone from Rasvidi to see that.]

Chancellor Riminiski heard the whole speech as Chairman Väinö walked over to him. His heartfelt speech, which all Rasvidian people knew, was true to every last detail in which Väinö had described.

As Väinö approached him and gave eachother a formal salute, Riminiski started airing his concerns.

"Väinö, I feel as if this treaty is nothing more then a formal peace talk ending with a dead letter. It seems that the SHT is holding for time to reformulate his economical stance and bring people into his land in the name of his God. I have my doubts if this treaty will be the end all treaty for the EU and the GWA. This seems only to be a comprise until..."

A aide from the NX401 had come running down the hallway panting and sweaty. he had to bend over to breathe as Riminiski asked what was going on. The aide held out a folder with a big stamp on it that said "Classified" and, for security reasons, Riminiski had to sign it saying that a chancellor had recieved the documents. After signing for it, the aide ran back, franctically, yet, determined.

"Excuse me, Väinö. This will take a second"

The chancellor looked at the documents, the photos, the reports...His eyes were in shock, as any Rasvidi's would of been if the sense of either betrayal or massive panic has just hit.
he turned to the Chairmen with the described face. Väinö looked a bit confused by the look as Riminiski handed over the documents and photos.

In the title of the document, it read the following "King Issac Prepares Invasion of Baut!"
the photographs taken included Bomber formations that were flying over NX airspace.
other satelite photos indicated Tank and soldier formations from satelite.

After the exchange, the same aide was running back down the hallway toward them. With Baut not having any sort of defense budget, Riminiski knew we were stuck in Baut until this was over.

[Roberto VI has actually only been in office for 16 months; he's only 48 years old. So, for future reference, he's not old at all. Also, just out of curiosity, how what percentage of Rasvidians believe EEE engages in slave labor? What percent believes we are totalitarian?]

[Can we all pretend an invasion hasn't occurred for a few days while this mess gets ironed out. Thanks. Please no decelerations of war.]

Carlton stands up

"If all the changes we discussed are made and all the EU members agree Gracealona is prepared to sign the treaty.

"Edo Edi Essum is ready to sign," announced Roberto VI.

[I fixed the treaty. If there are any last-second corrections, just mention them OOC and I will fix it.]

[Ummm, the last sentence needs to go away. Don't be ridiculous. No jokes, this is serious]

[I talked to NX in chat and he's ready to sign so the whole EU is ready to sign. Let each of us just post and make it official.]

After a quick talk in the hall with the delegation from NX401 they were ready to sign as well. All the EU was going to sign. Gracealona was ready to sign and Carlton said so and provided his signature as did vice president dowdson.
