Greetings,

The past weeks and months have been turbulent for us, and even the citizens of Gracealona must deal with the effects of nuclear fallout drifting out of Kazan. Tensions are still high between us all, understandably so considering the massive loss of life most of us have had to deal with. We are all looking for someone to blame.

Perhaps we are all to blame, as this administration is coming to realize. At any step of the way, we could have all done something to avoid the tragedies that have transpired, but none of us took the initiative. We cannot dwell on what might have happened, and we must begin to look forward to what can happen. I feel this is something we should have already done by now, and in light of recent events, we should be racing to accomplish.

I propose that our four nations together formulate a binding treaty, an alliance. Together we constitute the bulk of the economy in Terragon, and together we constitute the largest military force in all of Tiberiam. Should we go through with this proposal, it will usher in an era of prosperity and development that will be the envy of the world. Our hostilities and aggression could be translated into constructive and passive rivalries within this alliance. I suggest that this alliance be called the Eastern Union, considering it's geographic dominance of eastern Terragon, and that it be headquartered within Gracealona, considering that nation's historic neutrality and capacity to lead us and organize us.

Let a new dawn emerge on this world!

Gracealona would be in full support of this alliance and would be happy to host its headquarters if requested. We hope that this alliance will prove to bring new prosperity and security to our four nations.

[It's not off-topic at all. The East is obviously trying to aggravate us. Why don't we form our own union? We're not going to war or anything (I plan on 10 RP years of peace.), but we shouldn't be utterly defenseless to Eastern aggression.]

I will make this brief, for letters are not my specialty and I have other matters to attend to. However, that said, I will make two announcements regarding the future of Isis Rakael.

The government of Isis Rakael will not sign into the Eastern Union. While the purpose of the EU is noble, I cannot overlook the military aspect of it. I will not enter my nation or my people into an agreement that will jeopardize their safety and well-being. Military pacts are a dangerous thing. I cannot risk pulling Isis Rakael into a war that we do not agree with. I do not needlessly throw away the lives of my soldiers. While I understand that the refusal of this offer can also affect my nation negatively, I will take that chance. Isis Rakael can, and will, stand alone against the armies of the world if necessary. I also understand that this Union is not solely about military power, but about peace and prosperity and the ushering in of a new era for the east (and any others that may join in the future). I understand, as well, that the population of Isis Rakael far exceeds that of the other nations in Tiberiam, and as a result, needs more and more resources to continue to thrive, and that the EU will be able to cater to the needs of the Rakaelian people. But despite that, I cannot, as stated before, risk my nation's safety. Resources are plentiful in Isis Rakael, and we have plans to obtain more. I urge the nations of Gracealona, NX401, and Rasvidi to continue this cause, however. I see good things for the east. Our denial should not serve to be a detriment to your own peoples.
Isis Rakael hereby announces its intent to colonize Plot 40 of the Tiberiam Map (OOC: RP'd on the most recent post). Maintaining Isis Rakael takes major resources and a lot of land. Therefore, after searching out the lands extensively, we will colonize the uninhabited region in the southwest of the western island. We also claim, to avoid any question in the future, the raw ore that lies in the far north of Plot 40 upon the southern bank of the river, as well as the diamond mines on the eastern border, according to the resource map of Tiberiam.

I understand Isis and respect your choice. I would like to inquire if the nations of NX401 and Rasvidi are still intrested in the alliance? I feel we could still all prosper from this union even without Isis. I am still for it.

Maybe, just so we could obtain the support of Isis Rakael, we can make military support completely voluntary in any conflicts we have? We could form more of a tight-knit economic alliance, which would both benefit Isis Rakael's expansion and population needs and still act as a deterrence against invasion from other nations. Perhaps each nation could contribute to a peacekeeping force that could support member nations during conflicts, but without directly involving nations that have no stake in the conflict.

This sounds like a good idea. Isis, may I ask how you feel about this? Even if Isis is still not intrested we might consider adding this to the alliance for the three of us.

I am still on for the Creation of the Eastern Union. We really have no choice, due to the fact, that Great Western Alliance is now becoming something of threat.

We have to start writing a treaty.

Treaty of the Eastern Union

Article I
Establishment

This document establishes the existence of the Eastern Union, which shall be made up initially of the nations of the United States of Gracealona, The Judicial Republic of NX401, and the United People's Republic of Rasvidi. Each nation shall maintain sovereign independence, and have complete control of both foreign and domestic affairs. Further admittance of additional nations shall be considered and voted upon by member states of the Eastern Union.

Article II
Government

The Eastern Union shall form a legitimate government to act on behalf of and in the best interests of member nations. This government shall be democratically elected by the governments of member nations. It shall be headed by a General Speaker elected from the legislature. The government shall be composed of one chamber (the elected legislature) and it shall convene to discuss policy and coordinate legislation between member nations. The government of the Eastern Union shall operate out of the city of Gracemaria.

Article III
Defence and Peacekeeping

Mutual defence shall be neither enforced nor expected between member nations. A peacekeeping force composed of infantry and equipment from member nations shall be created to defend member nations in the event of invasion or other hostilities, and shall assist member nations in offensive efforts should the member nations of the Eastern Union decide such actions are appropriate and such a proposal passes a vote. Members of this peacekeeping force shall retain their sovereignty to their parent nation, and in times of peace or inactivity of the peacekeeping force, shall maintain standard military service to their parent nation.

Article IV
Disputes

Should disputes arise between member nations, such disputes will be resolved peacefully through democratic resolution in the Eastern Union legislature. The results of this democratic process may be appealed by any participant within the dispute. The results of this appeal shall be absolute and may not be challenged again.

Article V
Amendment

Amendments to this treaty may be made only upon support of at least fifty percent plus one, or one half plus one, of member nations representing at least two thirds, or sixty-six percent, of the combined population of member nations.

Article VI
Trade & Travel

Free Trade is hereby established between all Eastern Union member nations. To insure this, all tariffs imposed on goods imported or exported from one signatory to another shall be waived. Member nations will also open ports, airports and borders to allow citizens to travel between member nations. No additional security or customs checks shall be imposed on travelers between member nations than are necessary to insure national security.

Wow, not sure why I didn't see this. I will add the clause.

Also, let's welcome Pokoteria and Alameria, who is now a full fledged member approved by Rasvidi and Gracealona!
