Viceroy Votost of Norateos announced today the formation of the Edesu Federation of the Island. The sixty tribes of Plot 41 and Edesu Sanktzal will unite under a single democratically elected government. Sankta Vak will be the capital. Although the tribes will retain semi-autonomy, Edesu dominance is unquestioned and Roman Catholicism has been adopted as the Federation's national religion.

HESS does not plan to develop any states beyond Sanktzal for many years due to a general shortage of superfluous funds. Viceroy Votost is organizing the integration of the tribes of plot 40. Most the the chieftains appear to be on the verge of joining the Federation.

Official Edesu reports indicate that the Federation will only act as a provisional government in Norateos. Although HESS could clearly conquer the island or exterminate the natives, it has opted for somewhat peaceful assimilation. Scores of horrendously one-sided wars have been fought with many Noratean tribes over the 840 days of Edesu presence on the island. The tribes have accepted HESS's total dominance.

Viceroy Votost is expected to be elected as Viceroy. [An elected viceroy. What a novelty.] Conversion efforts have shown substantial progress in the few years of Edesu presence.

(OOC: You do realize, I hope, that you are apparently attempting to fund 16 million troops on a $75 billion budget. They carry sticks, I assume? They eat from garbage cans? Do they have shoes and/or socks?)

According to your OWN rules, I can arm up to 10% of my population in event of an invasion. All males between the ages of 15 and 45 train for combat for three hours weekly. Every Edesu citizen is required to run at least one hour daily unless they are of a very young age. Our citizenry is prepared for invasion, and I can assure you we have been stockpiling AK-47's for such a scenario for the last 60 years. Cheap guns, but they work all the same.

Including maintenance (but not ammo), a decent AK-47 costs $500. Multiply that by 14.5 million and spread it over 60 years, and that comes to less than $121 million per year. I think we can afford that. Remember that the reserve supply grows with our population; we'd have only 240K stockpiled when we had 30M in population.

Their food and clothing comes out of our social welfare and equality budgets, as the state employs all workers.

Questions, or is an AK-47 too advanced a weapon to stockpile? Need I go back M1 Garands? I here you can manufacture those for REAL cheap.

(OOC: There's also maintenance of every other military branch that serves within the Edesu military. Navy, Air Force, armored divisions, etc. You'll find that $75 billion gone in the blink of an eye. Unless, of course, you are driving Tonka trucks into battle.)

Citing that the majority of the signatories of the Treaty of Port Allansberry no longer exist, the Holy Edesu Socialist State announced today (8/16/1500) that it no longer accepts the legitimacy of the final section of the treaty; the HESS will not relinquish Edesu Hijjma. The HESS plans to fully integrate the government of the territory by the end of the year. Beginning on the first of 1501, Hijjman senators will be represented in the capital.
